Action Program for Promoting High-Quality Development of Low Altitude Economy in Guangdong Province (2024-2026)
Low-altitude economy refers to a comprehensive economic form that is driven by all kinds of flight activities of civil manned and unmanned aircraft in low-altitude airspace and leads to the integration and development of related fields. The development of low-altitude economy is of great significance in activating three-dimensional space resources, providing efficient public services, changing the mode of production and life, giving rise to a new ecology of cross-border integration, creating a new engine of economic growth, and accelerating the formation of new quality productivity. In order to implement the decision-making and deployment of the CPC Central Committee, the State Council and the provincial party committee, the provincial government requirements, seize the opportunity of technological innovation and large-scale application development, open up new areas of development of new track, and promote the high-quality development of low-altitude economy in our province, the development of this action program.
I. Overall objectives
By 2026, the low altitude management mechanism will operate smoothly, the infrastructure will be basically complete, the application scenarios will accelerate the expansion, the innovation capability will be internationally leading, the scale of the industry will continue to make breakthroughs, and the development pattern of integration of low altitude manufacturing and services, and mutual promotion of the application and industry will be promoted, so as to create the world's leading highland of low altitude economy industry.
--Smooth operation of the management mechanism. The "military, land and civilian" tripartite cooperative management mechanism has basically been established, and a clear division of labor and efficient working mechanism has been built up in the areas of infrastructure construction and operation, and low-altitude flight services and guarantees.
--Infrastructure is basically complete. A number of general-purpose airports and take-off and landing sites have been constructed, a safe, efficient and interconnected ground infrastructure network has basically been built, and the construction of low-altitude intelligent infrastructure in the core area has been completed.
--The scale of the industry will grow steadily. The scale of the low-altitude economy will exceed RMB 300 billion, basically forming a low-altitude economy industrial pattern with Guangzhou, Shenzhen and Zhuhai as the three cores, multiple points of support and piecemeal development, and fostering a number of leading enterprises and specialized enterprises.
-Innovation capacity is significantly improved. Lay out a number of provincial-level innovation platforms and strive to create 1-2 national-level innovation platforms. Tackle a number of key technologies in the field of low altitude, and basically realize the independent control of low altitude industrial chain.
--The scale of application continues to expand. The province's general-purpose aircraft flights reached 150,000 hours, and unmanned aircraft flights reached 3.5 million hours. Pilot demonstrations in urban air transportation, low-altitude logistics and all-space unmanned systems have made positive progress.
II. Accelerating the reform of low-altitude airspace management
(i) Strengthening the cooperative management of low-altitude airspace.Improving relevant working mechanisms, strengthening "military, land and civilian" tripartite coordination, and jointly studying and coordinating the classification and designation of low-altitude airspace, supervision of flight activities and other low-altitude integrated flight management matters. Support Guangzhou, Shenzhen and other cities in the early and pilot test, strengthen urban air traffic management organization and operation mode research, improve management measures. (ii) Towards a pilot demonstration of a low-altitude economy.Actively seeking national support to carry out pilot demonstrations of urban air transportation, low-altitude logistics and all-space unmanned systems in regions with the conditions to meet the needs for safe and efficient management of urban low-altitude airspace. Summarize the pilot demonstration experience in relevant areas in a timely manner, and explore the extension of reform and innovation achievements in airspace management, operation management and flight guarantee to the whole region. III. Low-altitude infrastructure in an appropriate and forward-looking manner
(iii) Improvement of the network of ground landing facilities.Accelerate the construction of general-purpose airports located in the "Guangdong Province General-Purpose Airport Layout Plan (2020-2035)", and promote the construction of ground support facilities such as hangars, energy stations, meteorological stations, fixed operation bases and aerial material support platforms. Municipalities in each region will combine the actual preparation of the layout plan for unmanned aircraft takeoff and landing facilities in the region, and build small takeoff and landing points, medium-sized takeoff and landing platforms, and large-scale takeoff and landing fields according to the needs, so as to form a network of takeoff and landing points that is multi-scenarios, multi-body, multi-level, and that takes into account both manned aircrafts and unmanned aircrafts. Guiding the completed general-purpose airports and take-off and landing sites to improve their low-altitude protection capability, and gradually supplementing new energy infrastructure such as charging and switching power. It will strengthen the intensive utilization and compatible sharing of general-purpose airports and take-off and landing sites, and avoid duplicative and inefficient construction. Encourage the construction of low altitude infrastructure in existing and newly built residential and commercial buildings. (iv) Building a low-altitude intellectual network.According to the layout planning of the province's flight service stations, improve the construction of communication, navigation, surveillance and other relevant supporting facilities network. Local municipalities should be guided by the demands of application scenarios, and promote the construction of low altitude intelligent network that meets the application demands of drones in the region in a pragmatic and orderly manner according to local conditions, and realize interconnection and intercommunication with the relevant platforms in the province. Accelerate the integration of technologies such as 5G and 5G-A (passive sensing), BeiDou, satellite Internet, broadcast automatic related surveillance (ADS-B), radar, etc., improve the network of supporting facilities for low-altitude communication, navigation, surveillance, identification, meteorology, countermeasures, etc., and integrate the sensory data of each city, so as to gradually build a complete and unified low-altitude intelligent network that serves the whole province. A multi-level computing power supply system will be built to meet the heterogeneous, high-density, high-frequency and high-complexity perception needs of large-scale low-altitude flights. Carry out the construction of essential low-altitude defense for control areas and major activities. (v) Promoting digital low-altitude construction.Converge and integrate three-dimensional geographic information, city information model (CIM), low-altitude flight airspace and other data to build a province-wide integrated digital low-altitude base, and provide digital basic support for the low-altitude management service system. Establish and improve low-altitude data management system and standards, and perfect docking rules. Strengthen the safety management of the whole process of low altitude data production, transmission, storage, processing and utilization. Explore the development and utilization of a number of high-quality data products. (vi) Building a low-altitude management service system.A provincial-level low-altitude flight comprehensive management service platform has been constructed, which is interconnected with the national platform and realizes such functions as coordinated management of airspace at the provincial level, surveillance of drone flights, and interprovincial and inter-municipal co-ordination of low-altitude flights. Supporting municipalities with the conditions to build municipal-level low-altitude flight comprehensive management service platforms, and realizing data and service docking with provincial platforms. A low-altitude flight service guarantee system covering the whole province will be formed with the provincial platform as the center and the municipal platforms as the nodes. Study and introduce the Layout Planning of General Aviation Flight Service Stations in Guangdong Province, and support municipalities to build flight service stations according to their needs. IV. Actively expanding low-altitude application scenarios
(vii) Building a low-altitude intelligent logistics system.Focusing on the demand for logistics and distribution in the "dry-branch-end" area, the company will build drone logistics nodes and carry out intercity transportation and end-to-end distribution applications for drones in combination with the layout of logistics parks, courier distribution centers, and important business districts in the province. Promote low-altitude logistics and distribution applications in cities, villages, mountainous areas and islands on a large scale, focusing on expanding the transportation of high-value seafood across the sea, supply of shipping materials, rapid transfer of medical items, and transfer of agricultural products in mountainous areas, and other scenarios. Guiding general-purpose airports to build low-altitude logistics distribution centers, and creating a province-wide low-altitude logistics network with a load capacity of 100 kilograms across cities and districts. (viii) Developing new forms of urban air transportation.Supporting Guangzhou, Shenzhen, Zhuhai and other cities with the conditions to open intra-city and inter-city low-altitude passenger transportation routes, so as to build low-altitude air transportation corridors covering the major regions of the Guangdong-Hong Kong-Macao Greater Bay Area. Encourage the use of helicopters, eVTOL and other low-altitude aircraft to explore and expand new low-altitude businesses such as air commuting, business travel, air ferry, connecting flights and cross-border flights. Explore the opening of low altitude routes between Guangdong and Qiong. (ix) Building an aviation emergency rescue system.Increase the demonstration application of low-altitude aircraft in the fields of emergency rescue, fire rescue, water rescue, emergency communication, emergency command, search and rescue, emergency watch, medical transportation, etc., actively promote the joint pilot work of aeromedical rescue, and continuously promote the integration of aeromedical rescue into the construction of the aviation emergency rescue system. Integrate the province's aviation emergency resources, strengthen cooperation with low-altitude operating enterprises, give full play to the characteristics of airplanes, helicopters, drones, high and low collocation, complementary features, to build the province's unified standards, unified command, unified scheduling of the aviation emergency rescue system. (x) Comprehensively empowering the "One Million Project".Deepen the cockpit application of the information synthesis platform of the "One Million Project", improve the drone command and scheduling system, and empower the key work of the "One Million Project". Combined with the provincial governance "one network unified management" and smart city construction, increase the application of drones, eVTOL, helicopters in the fields of urban management, security inspection, water monitoring, electric power inspection, road inspection, ecological governance, marine inspection and agriculture, forestry and plant protection. (xi) Cultivating new consumer businesses in low altitude.Actively guide and support the development of various types of low altitude economy emerging consumer projects, develop and promote low altitude tourism, flight experience, skydiving, personal recreational flights and other diversified low altitude tourism products, create pilot demonstrations of low altitude culture and tourism applications in the province's famous scenic spots, explore the development of the "two sides of the river" low altitude excursion sightseeing in the conditional municipalities and promote the opening of the cross-provincial cultural and tourism routes of Promote the opening of Chenzhou-Shaoguan-Foshan cross-provincial cultural tourism routes. Relying on flight camps, aviation towns and general-purpose airports, provide aviation study services. Support localities to host drone-related national or regional events. Take advantage of the opportunity of holding the 15th National Games and other major events to promote low-altitude demonstration applications. V. Enhancing the innovation capacity of the low-altitude industry
(xii) Strengthening key core technology research and development.Closely integrating the foundation and application needs of the low-altitude industry and benchmarking against the international leading level, we will accelerate the upgrading of key technologies in the fields of complete aircraft, key parts and components, basic software, low-altitude services, and so on. Focusing on new types of aircraft such as eVTOL, the company will carry out collaborative research on autonomous and controllable technologies such as high-energy-density aviation power battery technology, high-power-to-weight ratio aviation electric propulsion technology, high-reliability intelligent control technology, airworthiness and safety design, high-efficiency aerodynamic layout design, airspace grid spatial-temporal modeling, and fine intelligent management. Strengthen equipment safety technology research, focusing on breakthroughs in battery failure management, fall safety, data chain safety, wind disturbance control and other technologies, to enhance the airspace fine management, air traffic control information, low-altitude countermeasures and other technology research and development capabilities. (xiii) Forward-looking layout of cutting-edge technology research.Promote the commercialization of power technologies such as aviation solid-state batteries, hydrogen fuel cells, and sustainable aviation fuels, driven by future low-altitude industrial applications and operation scenarios, relying on universities, research institutes, and head enterprises to carry out the layout of cutting-edge leading and disruptive technologies, and strengthen the application of artificial intelligence technologies such as big models in the fields of intelligent control algorithms and autonomous flight decision-making of aircraft. (xiv) Create national industrial innovation platforms.Focusing on low-cost, high-performance and high-reliability scaled-up navigation equipment and technology research and development, to build a national-level low-altitude economy industry innovation platform. Focusing on overall, system, software, components, materials and other key areas, promote various types of provincial innovation platforms to increase the layout of research and development. Construct a comprehensive, open-ended, full-life-cycle pilot platform covering concept, design, process, fitness, airworthiness and system validation. Create a high-end think tank for forward-looking trend research, high-end talent attraction and training, in-depth strategy analysis, and comprehensive decision-making support. VI. Creating a world-class low-altitude manufacturing highland
(xv) Supporting enterprises to become bigger and stronger.Growing a number of competitive and growing specialized, special and new enterprises and manufacturing single champion enterprises, supporting the province's low-altitude aircraft R & D and manufacturing head enterprises to grow bigger and stronger, and accelerating the process of airworthiness certification and commercial operation of products. Focusing on the manufacturing of medium and large-sized UAVs and new types of aircraft such as eVTOL, we will build a low-altitude aircraft product system that combines long-distance, medium-near distance, high and low speeds, and both fixed-wing and rotary-wing. Give full play to the leading role of head enterprises and single champion enterprises in the industry, stimulate the innovation vitality of the development of low-altitude industry, and promote the synergistic development of upstream and downstream enterprises in the industrial chain. Promote the cross-border integration and development of advantageous industries such as new energy vehicles, high-end equipment manufacturing, new-generation electronic information and low-altitude economic industries, and enhance the supporting capacity of the industrial chain in areas such as flight control systems, power systems, mission payloads, UAV control platforms and low-altitude countermeasure systems. Promote the development of low-altitude infrastructure-related industries, and support leading enterprises with advantages in communication, navigation and other fields to provide system integration solutions and seize market opportunities in low-altitude economy. Support enterprises to focus on the major needs of low-altitude economic development, actively participate in the national scientific and technological major projects in the field of low-altitude economy, and encourage enterprises to undertake relevant scientific and technological projects at the national, provincial and municipal levels. Support enterprises to deepen cooperation with domestic and foreign universities, research institutes and other innovation bodies, and strengthen the in-depth integration of production, learning and research through the joint construction of research and development platforms, technological innovation alliances, innovation consortiums and other forms to accelerate the transfer of scientific and technological achievements. (xviii) Recruitment of large and strong to accelerate industrial agglomeration.Relying on the three core low-altitude economy cities of Guangzhou, Shenzhen and Zhuhai to strengthen leadership and support, giving full play to the supporting advantages of the manufacturing industry in Foshan, Jiangmen, Huizhou, Dongguan, Zhongshan and other cities, and promoting the creation of low-altitude application scenarios tailored to the local conditions in the eastern, western and northern regions of Guangdong, to cultivate globally competitive low-altitude economy industry clusters. To build a low altitude economy industry brain in Guangdong Province, sort out the list of low altitude economy industry chain enterprises and infrastructure in the province, map the industry chain, and carry out precise investment promotion. Focus on the development and large-scale application of complete low-altitude aircraft and key components, and focus on attracting a number of head enterprises with significant influence. Create low-altitude economy industrial parks with special characteristics for differentiated development, and promote the development of industrial agglomeration. (xix) Strengthening openness and cooperation at home and abroad.Support the upstream and downstream enterprises of the low-altitude industrial chain to cooperate in groups to develop domestic and overseas markets, export system solutions for the low-altitude industry, encourage multinational corporations and foreign scientific research institutes to build R&D centers of cutting-edge technologies in the province, and support the relevant enterprises to carry out R&D and design, flight validation and airworthiness certification in overseas layouts, so as to continue to expand the advantages of the international market. Strengthen synergies with Beijing-Tianjin-Hebei, the Yangtze River Delta, Chengdu-Chongqing and other regions to promote the sharing of industrial resources. (xx) Improving the system of regulations and standards.Study and formulate the Regulations on the Promotion of Low Altitude Economy in Guangdong Province, clarify the main responsibilities of the relevant parties, and promote the standardization of the designation and use of low altitude airspace, flight services, safety supervision and industry cultivation. Support enterprises, universities, research institutes and other organizations to participate in the formulation and revision of national, industrial, local and group standards. (xxi) Strengthening inspection, testing and airworthiness certification capabilities.Improve the level of low-altitude inspection and testing, and establish a sound inspection and testing system covering the whole industry chain of low-altitude economy. Support the Guangzhou Aircraft Validation Sub-center of the Civil Aviation Validation Center of China to enhance its airworthiness validation capacity and efficiency in obtaining certificates, and strive for upgrading to the national eVTOL Aircraft Airworthiness Validation Center. Encourage Shenzhen to explore and carry out institutional mechanism innovation in the airworthiness certification of drones. (xxii) Building a low-altitude safety monitoring system.Establishing a sound system related to the safety and security of the low-altitude economy industry, and strictly regulating the use of airspace, flight activities, equipment manufacturing and other activities. Strengthen the standardized management of activities such as design, production, import, flight and maintenance of low-altitude aircraft. (xxiii) Strengthening the talent base.Preparation and promulgation of special policies for supporting talents in the low-altitude economy industry at the provincial level. Accurately introduce and cultivate multiple types of talents such as industry leaders and scientific and technological innovation teams in the low-altitude field, and include professional and technical talents such as airworthiness validation and navigation service categories in the provincial talent program. Support the provincial universities and vocational colleges to accelerate the promotion of the construction of disciplines and specialties related to the low-altitude industry. Support the development of drone control, navigation flight and other business training. Form a provincial low-altitude economy industry research institute to carry out low-altitude economy industry development strategy research and consulting services. (xxiv) Strengthening financial services support.Supporting the development of the low-altitude industry through government investment funds and other means, exploring the formation of special funds through market-oriented methods, and guiding more funds to be invested in key areas of the low-altitude economy. Guiding angel investment organizations to make equity investment in start-ups, and supporting key enterprises to carry out equity financing and bond financing through domestic and foreign capital markets. Supporting head enterprises to implement mergers and acquisitions and restructuring in a market-oriented manner to promote industry integration and upgrading. Support the development of general aviation equipment financing and leasing services, and explore the construction of science and technology insurance service mechanism. Actively strive for relevant national financial support, and assist enterprises and projects in innovation and development through multiple channels. VIII. Safeguards
(xxv) Strengthening integration and coordination.Establishment of Guangdong Province to promote the high-quality development of low-altitude economy task force, by the provincial leadership as the convener, to strengthen the province's low-altitude economic development coordination, promote the construction of low-altitude economic major projects, and strengthen the work of task supervision. The task force office is located in the Provincial Development and Reform Commission, to undertake the daily work of the task force, is responsible for coordinating and contacting the military and civil aviation management departments, the relevant units and municipalities to send members to participate in the work of the task force office. Expand the scope of government-purchased services in the field of low-altitude economy, and explore the ways for government departments to strengthen the operation and management of low-altitude infrastructure through purchasing services. (xxvii) Increase policy support.Provincial supporting policies have been continuously improved in the areas of coordinated operation of low-altitude airspace, digital low-altitude, low-altitude safety and security, and low-altitude production and supervision, so as to build a "1+N" policy system for the development of low-altitude economy in the province. Strengthen financial support. Support for low-altitude economic industry, major construction projects are prioritized to be included in the provincial key construction project plan, to provide full-process services for the construction of major projects. Give full play to the role of the first (set) of major technical equipment policy, and promote the application and promotion of major technical equipment for low-altitude economy in our province.
